Export of media does not start if content recovery was canceled previously

Repro:

1. Make sure content is not downloaded (for scene you will open)
2. Run TM (Sign in)
3. Open Lakehouse retreat
4. Cancel Content recovery
5. Create media or use existing
6. Try to export image

Result: Media will not be exported and you will remain stuck on export dialog "Waiting for background tasks". See attached screenshot.
