Tutorials window appears after selecting "Don't remind me again" when you right click the icon.

1. Launch ue4editor.exe with the -ResetTutorials arguement
2. Right click on the green flashing tutorial beacon in the top right of the editor
3. Select "Don't remind me again"
Result: Tutorial window appears
Expected: Pulsing beacon is dismissed with no window opening
