Neither vr.PixelDensity or r.ScreenPercentage have any effect on Oculus Rift with OpenXR

Regression Yes, issue is reproduced in //UE4/Release-4.26 at CL 15973114

Steps to Reproduce
  1. Create a new project based on VRTemplate
  2. Add logic to the level to run console commands vr.PixelDensity and r.ScreenPercentage, in this kind of way:
    1. [Image Removed]
  1. Play in VR, OR use the Launch button to Launch on Quest, OR package for android and install to quest and run from the headset menu
  2. Notice that even though these console commands are printed to the screen when they are executed, there is no change in the screen percentage or pixel density (image doesn't get any blurrier or clearer when the console commands are run)
