Volumetric Render Target Mode 2 is blending past frames in Time of day map with the volumetric clouds. 
This is a regression due to it not happening in 4.27

Steps to Reproduce
  1. Open a blank project in UE5.
  2. Create a new map using the Time of Day template
  3. Enter the console command "r.volumetricrendertarget.mode 2
  4. Move the camera around the "SM_MatPreviewMesh_01" object

Results: The objects appears to be blending past frames.
