Cloth LOD Index is changed only during the mesh is on the screen.
LOD Index is set to 0 at spawning, so clothing simulation runs as minimum LOD level until the mesh is in the field of view.

It's not a fatal problem, but in unfortunate cases it can have a significant performance impact.

Steps to Reproduce
  1. Open attached repro project. [Link Removed]for 4.27 , [Link Removed]for 5.0p2
  2. Start PIE
  3. Check the perforce counters about cloth simulation
  4. Look around at the PlayerStart location
  5. See that the perforce counters decrease
