ChunkDownloader etc are meant to work with your own hosting or CDN, ie something you can download with a https:// URL. Even though [Link Removed] system does appear to be https, ChunkDownloader does not implement the APIs to work and the engine know how to generate Asset Packs suitable for uploading to the App Store.
Apple's system is basically an Apple-hosted CDN, but content is downloaded by Apple-specific APIs and the engine does not yet have an implementation of that.
