Description

Composure doesn't indicate why Level Layering is disabled when used in a World Partition level this is confusing some users who are not familiar with World Partition.

Steps to Reproduce
  1. Create a new Blank project without Starter Content(The default level should have World Partition enabled)
  2. Enable the Composer plugin then restart the editor
  3. Select Windows > Virtual Production > Composure Composition
  4. In the Composure Composition panel right click and create a New Composition of the Empty Comp Shot class
  5. Right click the new Composition then select Add Layer Element > CG Layer
  6. With the CG Layer selected in the Details Panel search for Capture Actors
  7. Add an element to the Array then expand the element
  8. Select the drop down for ActorSet then choose Browse Layers

Expected Results:
The Level Layers window opens, but contains a "This feature is disabled when World Partition is enabled." message.

Actual Results:
The Level Layers window opens, but doesn't indicate why it is disabled. This is confusing some user who are unfamiliar with World Partition.
