Deadlock in Editor Asset Subsystem when waiting for loaded assets

Steps to Reproduce
  1. Download and open project Test_EUW_Hang
  2. Run editor utility widget EUW_TestHang
  3. Leave the widget open (Don't dock it) and close the editor
  4. Reopen the project
  5. Deadlock occurs
