Soundscape Palettes with empty playback conditions fail to activate

Steps to Reproduce
  1. Create a Soundscape Color
  2. Add a looping Sound to the Color's Sound Property
  3. Create a Soundscape Palette
  4. Add the Soundscape Color to the Palette
  5. In the Project Settings > Game > Soundscape add the new Soundscape Palette to the Set of default Soundscape Palettes
  6. Play any level

Expected: Looping Sound should have been spawned
Result: Looping Sound does not spawn
