Geometry Material Alignment not functioning in 4.8

Material Alignment on BSPs are not functioning in 4.8.0 Release.

This is a regression from 4.7.6.

The issue does appear to be fixed and functional in 4.9 (Promotable-CL-2581018)

1. Open a Blank Project with Starter Content in 4.8.0 Release
2. Select the M_Brick_Clay_New in the Content Browser
3. Add a Cone BSP to the Level
4. Select a face of the cone
5. Change the Alignment to any setting

RESULTS: Nothing

EXPECTED: The Material's alignment changes.

Geometry Alignment keeps Resetting

Material alignment under Geometry isn't functioning.
