Description

This is not a regression against 5.0. Tested in //UE5/Release-5.0 CL20979098

However, as users have pointed out, this is a departure from UE4. The same process in 4.27.2 demonstrates the building dialog open quickly and showing the progress leading up to the Editor starting.

The Unreal Engine building dialog does not appear or only appears for a brief moment and there is a lengthy delay where it is unclear if the anything is happening.

Steps to Reproduce
  1. Have the Lyra Starter project (or any C++ project - Lyra is complex enough the pause between building and opening is more obvious)
  2. With the editor closed navigate to the project's binary directory
  3. Delete everything in the directory(Win64 folder)
  4. Navigate to the project's root directory then double click the .Uproject
  5. Select Yes in the Missing Test Modules dialog

Expected Results:
The Unreal Engine building dialog opens and the progress of the build is displayed.

Actual Results:
The Unreal Engine building dialog does not appear or only appears for a brief moment and there is a lengthy delay where it is unclear if the anything is happening.
