Content Browser filters don't save their state

Content Browser filters don't save their state anymore. This is a regression from 5.0

• Go to a content browser window
• Add any filter with settings, e.g. the "Compare Tags" filter from the "Other Filters" category
• Right-click it and change any of its settings, e.g. "Tag" or "Target Value"
• Restart the editor
• Observe that the filter is still present, but its settings have been reset
