Lock Content Browser resets when restarting the editor

Description

Regression: Tested in UE5/Release-5.0, the issue did not occur so this is a regression.

Steps to Reproduce
  1. Create a new project
  2. Click on Settings on the Content Browser 
  3. Enable "Lock Content Browser"
  4. Restart the editor and open the same project
  5. Click Settings on the Content Browser again

Actual Result: "Lock Content Browser" has been reset and is no longer enabled

Expected Result: "Lock Content Browser" remains enabled after restarting the editor
