Foliage actors in the outliner should have their actor/components properties read-only

Steps to Reproduce
  • Create empty open world 
  • Open foliage tool
  • Paint some foliage
  • Click on the Foliage actor in the outliner
  • Actor properties are not all read-only (same for child components)
