Sky renders black after building lighting in VR Template

Description

Regression: Tested in UE5/Release-5.0 at CL 20979098, this issue does not occur so this is a regression.

Steps to Reproduce
  1. Create a new VR Template project
  2. Under Build, select Build All Levels

Actual Result: Sky becomes black and no longer renders

Expected Result: Sky remains visible after building lighting
