If a value other than 0 or 1 (Ex. 0.1) is put into the 'Scale Value' parameter for the Add Movement Input node, any clients will respond as if the value is 1.
User claims this worked in 4.6.
1. Create a new project based off the Third Person template of the Blueprint type
2. Open the Third Person Character blueprint for editing
3. Find the 'Add Movement Input' node that is connected to 'InputAxis MoveForward'
4. Disconnect the Axis Value from the Scale Value and then put a hard value of 0.1 into Scale Value
5. In the PIE settings (arrow beside the PIE button) change the number of players to 2 and turn dedicated server on
6. Hit play for PIE
Result: All of the playable characters are moving at full speed
Expected: All playable characters should be moving at one tenth of their normal speed due to the variable change
