Snap Sections to Timeline using Source Timecode is in tick resolution

1. Create a new level sequence
2. Create another level sequence and add it as a subsequence to the first
3. Right click on the subsequence and set the timecode source to 00:00:00:15 (ie. 15 frames)
4. Move the subsequence somewhere along the timeline
5. Run Snap Sections to Timeline using Source Timecode from the gear icon

EXPECTED: The subsequence should snap to frame 15.
