Our key recomposition algorithms need to take into consideration the Transform Origin manipulations.
1. Make a new Level Sequence and place it in the world.
2. Enable 'Override Instance Data' and 'Transform Origin' to point at an actor that has a non-identity transform
3. Open the sequence from the actor and attempt to add some actors with transform tracks
Result: The key operations don't take into consideration transform origin
Expected: The key operations do take into consideration transform origin so that the actor remains in the same position
