Description

Using the Ctrl+Spacebar shortcut will snap an actor to a 2D layer even if Layer Snapping is disabled in the project settings

Steps to Reproduce

1. Open UE4 Editor (any project)
2. Add Cube mesh to the scene and set set the Transform to (400,400,400)
3. Edit -> Project Settings -> Editor -> 2D
4. Make sure Enable Snap Layers is unchecked (Snap Axis should default to Y)
5. Select Cube mesh in viewport and press Ctrl+Spacebar

Result:
The mesh will move to 100 on the Y axis even with Snap Layers disabled

Expected:
Editor shortcut only works when the functionality is enabled in the editor
