Steps to Reproduce
  1. Add a sphere and cone to the level.
  2. Make the cone have non-uniform scaling and apply rotation.
    1. ex: x rotation = 45 degrees, x scaling = 0.5.
  3. Create a Packed Level Actor from the two.
  4. Scale the packed level actor to have it mirror its previous arrangement.
    1. ex: set y scaling = -1.
  5. Enter edit mode for the Packed Level Actor.
  6. Notice the change of the cone.

 

The same can be experienced with Level Instances as well, but the change will persist even after leaving edit mode.
