Incorrect transforms when breaking a packed level actor

See "Steps to Reproduce"

1. Add a cone with 90 degree rotation in Y and scaled to 2 in the Z.[Image Removed][Image Removed]
2. Create a packed level actor from the cone.
3. On the packed level actor, change the X scale to 1.5.[Image Removed][Image Removed]
4. Duplicate the packed level actor.
5. Break one of the packed level actors, notice that the cone does not match what it looked like before the break.
