Multi-process cooking does not complete in UE5.3.0

Multi-process cooking does not complete in UE5.3.0

Description

Projects with multi-process cooking enabled will not complete packaging. If MPCook is disabled, packaging can be completed. 

Steps to Reproduce
  1. Open the attached project
  2. Cooking project

The project cooking which set CookProcessCount=4 in editor.ini does not complete cooking. If setting CookProcessCount=1, it will complete packaging project.
