When using static lighting with Reflection Captures, the light sources Min Roughness setting is not honored.

This is part of the new update for Reflection Capture Actors to render the light shape with static lights.

Steps to Reproduce

1. Open UE4
2. Setup a basic scene with reflective materials
3. Place a reflection capture actor in the center or near the scene meshes
4. Place a static light near the reflective meshes
5. Set the Min Roughness to 1.0
6. Build Lighting

Results: The Min Roughness setting is ignored leaving the light shape in the reflection capture.

Expected: The Min Roughness should remove the light shape from the reflection capture.
