Reflection Capture primitive invalidation in 5.3.1 causes massive hitches.

1. Open the attached project and run the 5.3 version.
2. Play in editor with `stat raw` on.
3. Move forward to see reflection capture cube

Expected:

     No hitches

Actual:

     Hitches happen.
