Expected behavior. The known solution for this is setting the Mesh Component Update Flag of the Master component to "Always Tick Pose and Refresh Bones"
When using "Set Master Pose Component", child components only animate for a few seconds if the Master Component goes out of view of the player camera.
In the attached project, the master pose component is a single polygon mesh that is skinned to the mannequin skeleton.
In the BP in the level, I have lowered the single poly mesh so that the polygon is occluded the floor. This causes it to be hidden, and as a result the animation stops. This causes the target component to stop animating as well, but only after a few seconds.

3. Move the camera so that you bring the other character in and out of view repeatedly
Result: Animation restarts every time the character comes back on screen for a few seconds
Expected: Animation continues to play as long as any target component of a Master Pose Component is still visible on screen.
