This looks to be an issue with shadows in Lumen Direct Lighting, and might be coming from the "Batched lights" pass.
1. Download the attached test project and open.
2. Enable the Lumen Scene View visualizer
3. Observe the harsh cutoff on the spotlight with shadows
4. Toggle "Cast Shadow" on the spotlight. Observe the harsh cutoff disappears when "Cast Shadow" is disabled.
