The editor is not able to update files that are in use (referenced in memory by other content)

Description

When using source control and attempting to sync the project, sometimes assets are not updated to the latest changes properly. This causes changes made to those assets later to override previous changes that have already been commited.

Steps to Reproduce

1. Create project.
2. Commit it.
3. Update repository.
4. Open the project on different computers or on the same computer from different copy of repositories.
5. For first computer, in Content Browser create new folder and new blueprint.
6. Save and checkout.
7. For second computer in Content Browser right click on Content folder and select Sync
8. Blueprint folder with blueprint appeared.
9. For first computer open created blueprint and add components.
10. Save and checkout.
11. For second computer in Content Browser right click on Content folder and select Sync
12. Open blueprint. It does not contain changes.
13. Reopen the project on the second computer and open blueprint. Now we can see changes in blueprint.
