See linked UDN for more info. This issue was reported for Iris, but I believe package map errors occur in the current replication system as well.
In a project using the gameplay debugger, package a server using a target that enabled the gameplay debugger, and package a client using a target that doesn't use the debugger.
Connect the two instances.
