This may possibly be due to FReplicationWriter::CanSendObject waiting for CreateConfirmation.
With bad network emulation settings enabled on both the client and server, spawn an actor on the server with a projectile movement component and some initial velocity.
Compare the movement of this actor when using Iris and the old replication system (see attached videos for an example).
