Inconsistent behavior with data layers and attached actors
Steps to Reproduce
Create a WP level.
Create some actors and give them each their own data layer.
Choose an actor and attach the rest of the actors to it.
Notice the loading of each actor can still be controlled by the data layer they were added to rather than the data layer their parent belongs to that they should of inheritied.
