Description

Happens when using multiple layers:
"Testing this further it appears that it only occurs with multiple HLOD layers. The default setup has an instanced HLOD with a merged mesh HLOD parent. If you remove the instanced HLOD layer and just use the merged HLOD the textures generate correctly.

If you use two layers of merged HLODs the first layer will be correct and the parent layer will have black textures."

Steps to Reproduce
  • Enable substrate and virtual textures
  • Create an empty open world level (world partition)
  • Add a landscape
  • Build HLODs
  • Observe merged hlods have plain black textures
