As long as a VT was sampled in Material Layer Blend the final shader complexity is way more expensive than a regular Material which has exactly same effects

Download the Attachment and extract to Content folder
Open the two Material instances LayeredM_MI and NoLayering_MI, and compare the Shader complexity and see the difference. The LayeredM_MI has much more instructions, it looks from having more VT lookups.
In Content Browser select the Texture BlendLayerMask_T, right click on it then Convert it to a Reguar Texture. Check out the two Material instances, they have same shader complexity which is expected
