Lower framerates directly affect the velocity of a character's movement if that velocity is provided by another source.
1. Download, unzip, open project at link:

2. Press PIE
3. Move character to lift to cause lift to move upward. When the lift reaches the topmost point, press spacebar to jump (note jump height)
4. Press ~ > type t.maxFPS 10 > press enter
5. Perform step 3 again
Results:
Jump height exponentially increases at lowered framerate
Expected:
Jump height remains the same.
