Description

If the user creates two NavArea Blueprints (one in the content folder and the other in a developer folder) if one is inside of a developer folder then it will appear to have no affect when it comes to setting the cost of a nav modifier volume.

Steps to Reproduce
  1. Open the editor
  2. Create two NavArea Blueprints
  3. Place one in a developer folder and the other in the contents folder
  4. Add a Nav Mesh bounds volume to the level
  5. Add add a Nav Modifier to the level
  6. Open the two NavArea blueprints and set their default cost to 10
  7. Change the Nav Modifier's class to that of the Nav Area blueprint that is in the content broswer
  8. Notice the color changes to a pink (expected)
  9. Change the Nav Modifier's class to that of the Nav Area blueprint that is in the Developer folder
  10. Notice that this does not cause any change in color from the normal green for the nav mesh bounds volume (Should be pink as before)

Expected: The NavArea Blueprints are exactly the same and should function the same way
Result: One appears to have no effect on the nav mesh bounds volume
