Description

There are options on both landscapes and HLOD layers that when enabled, performs the  culling of invisible HLOD vertices (parts of HLOD meshes ending up below the terrain). 

The option works fine when using a Merged HLOD layer, but doesn't currently work with Simplified HLODs. 

The option also doesn't work at all if the landscape streaming proxies are spatially loaded.

Steps to Reproduce
  1. Create a WP new level
  2. Add a landscape, enable 'bUseLandscapeForCullingInvisibleHLODVertices' on the landscape
  3. Set up the world with simplified HLODs, enable 'bUseLandscapeCulling' ('Enable Volume Culling') on the simplified HLOD layer
  4. Add some meshes to the world, ensure they are in the simplified HLOD layer
  5. Build HLODs
  6. See no culling of geometry in MeshMergeCullingVolumes or underneath the landscape occurs
