Description

Using the Refresh Projects button in the UnrealVS toolbar will fail for projects because it can't find the "GenerateProjectFiles.bat" file for the specified project.

Licensee reporting the issue mentioned that adding a batch file in the target location that calls UnrealEngine\GenerateProjectFiles.bat file will fix the issue.

UPDATE:
After updating to 4.11, Licensee reported that the Refresh Projects button is disabled (grayed out) when he uses the project's .sln. Engine .sln still shows the button as avaialbe/clickable

Steps to Reproduce
  1. Create a new Blank Code project
  2. When Visual Studio opens, click the green arrows button in the toolbar (Refresh Projects)
