VRS Stereo Foveation is not working

Steps to Reproduce
  1. Create a new VR Template
  2. Set xr.VRS.FoveationLevel 5
  3. Set xr.VRS.FoveationPreview 1
  4. VR Preview

Results: No Foveation is displayed

Expected: Foveation is displayed
