A licensee reported a visual difference, possibly related to bloom or specular when updating from 4.8 to 4.9

After looking at it with Visualize HDR on, Martin commented the following so I opened a JIRA for it:
"Ah - that blueness are very likely to be values outside of the range or NotANumber values. Seems that is causes by the specular computation. Content should not be able to create that so that is a code bug / missing clamping."

Attached is a zip with repro projects in 4.8 & 4.9 which show the visual difference.
1. Unzip the attached file and open the two projects in 4.8 and 4.9
2. Open "NewMap" map file in each
3. Note the visual difference
4. Turn on Visualize HDR and note the blue edge fringe in 4.9
