Adjusting the X Size of a Decal is causing the normals to distort

Steps to Reproduce

*Quick Reproduction, Open one of the Attached Projects in the respective streams and adjust size of Decal X size*

  1. Open a New Project with No Starter Content
  2. Create a New Deferred Decal Translucent Material
  3. Plug in a Normal Map into the Material Attributes
  4. Save and Close Decal Material
  5. Add Decal Material into the Level
  6. Adjust the Lighting such that you can see the normals clearly
  7. If in 4.10.1, Adjust the X Transform Scale to a value of 2 OR If in 4.11+, uncheck the uniform option on Decal Size, and set the X Decal Size to 2. In both cases, Y and Z should be left at a default value of 256.

RESULTS: The Normal Map is flattened out for low values of X and stretched at high values of X

EXPECTED: No change to the Normal Map based on X Size Value.
