Description

In the New C++ Class window when naming the project, if Public or Private are selected (next to runtime) all classes created after that point will assume Public/Private with no option to have neither selected.

Steps to Reproduce
  1. Open UE4 Editor (any project)
  2. Open Add C++ Class window and select Actor
  3. Select Private when creating the class
  4. After the hot reload and VS launches, switch back to the editor and open Add C++ Class window again

Result:
The Second class will default to having Public already selected and cannot unselect Public or Private

Expected:
Neither Public nor Private is selected until chosen
