Project Crashes with Warning: LightPropagationVolume.dll is Missing From Your Computer

After disabling LightPropagationVolume in Plugins Editor, upon restart editor issues warning message 3 times and crashes, leaving project unable to be opened.

REGRESSION: This does not occur in UE 4.10

1. In 4.11 Preview Create new blank BP project
2. Choose Mobile/Tablet - Scalable 3D or 2D - No Starter Content and Create...
3. Go to Edit>Plugins>Built In>Rendering
4. Disable LightPropagationVolume
5. Restart
   RESULT: Upon restarting, Warning appears and repeats two more times after clicking "OK." Then editor crashes and project will no longer open
   EXPECTED: Editor to restart
