Description

The user still gets the warning that the user need to recompile blueprints (even though none exist) when auto recompile blueprints is turned off.

Steps to Reproduce
  1. Open a new blank project
  2. Turn off "Auto Recompile Blueprints"
  3. Play in editor
  4. Notice that the user still gets the warning that the user need to recompile blueprints (even though none exist)

Expected: This message would only come up when there are uncompiled blueprints
Result: The message shows up even if everything is compiled/ no blueprints exist
