Problems rendering higher resolution than 1080p from matinee with "Use Separate Process"

Problems rendering higher resolution than 1080p from matinee with "Use Separate Process". Seems to render only part of the frame and is stretched.

This is a regression from 4.10.

1. Open the attached project in 4.11 (it is a 4.10 project, you'll need to open with 4.11)
2. Open the matinee in the level
3. Select the "Movie" option in the toolbar
4. Ensure that the render settings match the attached image, but choose your own "Output Directory"
5. Hit "Capture Movie"
6. Open the video that is rendered

Result: Only 1/4 of the frame is rendered and oddly stretched in the frame
Expected: A standard 4k render
