Description

Ribbon trails do not immediately follow the lead particle when fired. There is an inconsistent delay in some that cause them to either not fire or fire mid stream.

This did not occur in 4.10.4, but has become an issue with 4.11 and 4.12. I've attached comparison videos below of the behavior in 4.10 vs 4.12 Dev Rendering CL-2936939

Steps to Reproduce

1. Open Content Examples Effects map
2. Go to stand 2.5 or open the PS itself with P_Ribbon_Trails

Regression: Yes

Results: Ribbon trails do not always fire immediately

Expected: Ribbon trails should fire off when the lead particle is shot
