FullScreen command no longer appears functioning when the oculus home is running

Steps to Reproduce
  1. Make sure that the oculus home (runtime 1.3) in running
  2. Open the Thirdperson template
  3. Open the level blueprint
  4. Creat the blueprint in the attached image
  5. Save and compile
  6. Play in stand alone
  7. Press the 'F' key
  8. Notice that the project does not go fullscreen
  9. Press the '~' key
  10. Type "fullscreen"
  11. Notice that the project does not go fullscreen

Expected: The standalone window would go full screen
Result: The standalone window does not full screen
