Animation Sequence Timeline is blank and doesn't let you scrub
Regression: Yes, works in 4.11

1. Create a Third Person Template project
2. Find an animation sequence and open it
3. Attempt to scrub the animation with the timeline at the bottom
Results: Timeline doesn't work and appears blank
Expected: Divisions on the timeline and the animation scrubs back and forth
