During packaging many log show that it is trying to initialize and i do not have the runtime installed.

Steps to Reproduce

Setup:

  1. I DO NOT have OSVR runtime installed

Repro Steps:

  1. Open UE4Editor.exe
  2. Make a new FP C++ Template, Mobile, No starter, Scaleable
  3. Open Android Project Settings:
    1. Min and target = 19
    2. Package for deployment to GearVR enabled
  4. File > Package > Android > Etc2
  5. Push the .apk using the resulting .bat
  6. Launch app on phone

Tested using Galaxy S6 Edge #6714 - 5.0.2
ARM Mali-T760 MP8 / Cortex-A57/A53
