Description

A user has reported an issue where the Localization Dashboard does not prompt users to let them know that their ini files for their localization targets are checked into perforce and therefore not writable. As it does prompt users for DefaultEngine.ini's status, it should do the same for these .ini files

Steps to Reproduce
  1. Create a new project and add it to perforce
  2. Inside of the Editor Preferences window, enable the Localization Dashboard under the Experimental section
  3. From the "Windows" tab, open the Localization Dashboard
  4. The window will warn you that DefaultEngine.ini is marked as read-only. Press the "Make Writable" button
  5. Press the "Gather Text" button
  6. Inside of Perforce, find your project directory and navigate to the Config folder. Right-click it and select "Reconcile Offline Work". This should checkout DefaultEditor.ini and add the Game_Gather.ini to perforce.
  7. Submit the changelist
  8. Return to the Editor and after a moment, select Gather Text again. (You may need to set DefaultEditor.ini to writable again)
    Result: The Game_Gather.ini is not updated due to being checked into Perforce(Check the date/time modified, it should still match up with the first time Gather Text was run)
    Expected: The window should warn that the Game_Gather.ini file is not writable as it does with DefaultEditor.ini
