Attach in Sequencer causes erratic translation values on Child

Steps to Reproduce

1. Create a blank project
2. Add a Cube Static Mesh to the scene (Engine Content) anywhere other than the origin
3. Create a default particle system
4. Place the Particle system in the scene at any location other than the origin
5. Create a Level Sequence
6. Add the particle system to the sequence
7. Create an attach track and select the Cube as the parent
8. Drag the Attach Section back and forth on the timeline
9. Check the Particle System's translation

Result: Translation values are in thousands
Expected: Particle System is attached to the cube (I don't know if this is expected to snap to the cube or be attached offset)
