Description

The LightMixer window is making all scene lights visible once you toggle a single light as visible.
Any light source (except SkyLight) will be turn visible once a single light is made visible using the LightMixer window.
I've reproduced this behavior on 5.6 and 5.7 (CL44372627).

 

Steps to Reproduce

On a blank project, create a new Empty Level
Add a few PointLights
On the Outliner, toggle their visibility, so all of them are invisible
Open Window>LightMixer
Notice how all lights in the scene are listed and have their visibility disabled, as shown in the Outliner - this can also be confirmed in the Viewport
Now toggle the visibility by pressing in the closed eye of any listed Light on the LightMixer window

Expected result: only the toggled light should have it's state toggled from invisible to visible
Actual result: all of the listed lights become visible. Toggling the same light invisible won't toggle all lights invisible - it only shows this behavior from invisible to visible. This also shows the same behavior with any combination of invisible lights.
